KMM Level 0: Oblivious

LPM is on Stage 0 = Traditional portfolio.

State: Reactive, hero-based, no portfolio visibility.

Command and control; project funding; unclear value alignment

TBM view: Basic cost tracking only. “Keep the lights on”

Accounting view: Traditional cost centers; annual budgets; no agility.
