Safety... that's Why'! A community without rules yields chaos ... resulting in unsafe environment. Construction folks building a structure ( I.e. building, bridge, road, etc.) without following the building codes set forth by the Civil Engineering Board put a lot of risk to people using that structure. That's just fine and good and must be... include manufacturing industry in that bucket.
